The Canada Border Services Agency (CBSA) has structured the implementation of the CARM initiative in multiple phases. This phased rollout of CARM approach ensures a smoother transition and allows businesses to adapt gradually to the digital platform.

Rollout of CARM Phase 1: Client Portal Launch

While CARM was originally supposed to launch earlier this year in May 2024, the CARM Client Portal is already live. CARM’s Client Portal allows importers and customs brokers to register, access their accounts, and manage duties and taxes online. Additionally, the portal also provides tools to classify goods and estimate duties, making it easier to manage the import process.

Phase 2: Release of New Features

Moving on, the next phase involves the release of advanced features, including the ability to submit declarations and process payments entirely online. This will replace the current paper-based methods and further streamline the importing process.

Rollout of CARM Phase 3: Mandatory Compliance by October 21, 2024

All Canadian importers and brokers must be fully registered and compliant with CARM’s requirements by October 21, 2024. Additionally, Canadian businesses need to ensure their systems and processes are fully integrated with CARM’s digital infrastructure. Training and preparation during the earlier phases are essential for a smooth transition.

How to Stay Ahead of CARM

To prepare, if you are an import business, you should:

1. Register on the CARM portal if you haven’t yet.
2. Attend CBSA’s training sessions to learn how to use the new tools.
3. Ensure your internal systems are compatible with CARM’s requirements.
4. Review CARM onboarding documentation

Most importantly, adapting to each phase of CARM ensures that your business remains compliant and that you avoid disruptions when the system becomes mandatory.
